UGC’s Latest Rule: Publication is NOT Mandatory

UGC changed the rule in 2022 to reduce pressure on scholars.

UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2022 Published in Gazette of India, 7 November 2022 — Clause 10.6:

“The Ph.D. scholar shall present at least two research papers in conferences/seminars before submission of the dissertation. Publication of research paper is encouraged but not mandatory.”

Meaning:

  • You do NOT need to publish a paper to submit your thesis.
  • You must present at least 2 papers in seminars/conferences.
  • Publication is optional, not compulsory.

Then Why Are Students Still Forced to Publish?

Because UGC gives freedom to universities to make extra rules.

Universities want publications because they improve:

  • NIRF ranking
  • Faculty API scoring

  • University’s global ranking

This is why almost all universities still ask for 2 publications. This is the real situation in India.
